SMILE SCHOOL COMPLETION PROGRAMME CLG is one of **Apply on the

The?School Completion Programme (SCP)?is a targeted programme of
support for primary and post primary children and young people who
have been identified as potentially at risk of early school leaving or
who are out of school and have not successfully transferred to an
alternative learning site (i.e. Youthreach, Community Training Centre
etc.) or employment. It is a support under the Delivering Equality of
Opportunity in Schools (DEIS) Programme, funded by Tusla Education
Support Services (TESS). SCP aims to retain a young person to
completion of the leaving certificate, equivalent qualification or
suitable level of educational attainment which enables them to
transition into further education, training or employment.
The SCP is one of three strands of TESS including the Home School
Community Liaison (HSCL) Scheme and the Educational Welfare Service.
All three strands share the same?national outcomes:
* Improved Attendance
* Improved Participation
* Improved Retention
Delivery of the service falls under any of the following four prongs;
In-school, out of school, afterschool supports and holiday provision.
SMILE SCP CLG is based in the Northside of Limerick city servicing
four schools; three primary and one secondary. These schools serve
catchment area of Moyross, Thomondgate, Kileely as well as Caherdavin
and Woodview. SMILE recognises early school leaving is complex and can
require engagement from stakeholders as well as school and community
representatives. While working at a local level, it is also important
that SMILE SCP adapts to changes at local level policy level. The work
of SMILE is guided by a Retention Plan which is submitted to TESS each
year.
MISSION STATEMENT:
To give young people who are at risk of early school leaving and their
families a positive experience of learning for life in and out of
school and to encourage them to have the incentive and motivation to
remain in and benefit from the education system.

FOLLOWING:
We are a limited company and receive an annual core fund from TESS. We
wish to develop our first strategic plan to guide our work for next
three to five years. The plan should set a realistic and inspiring
vision supported by the Board and staff while being aligned to our
annual Retention Plan and to the DEIS strategies in the schools we
serve.
THE SCOPE OF THIS PIECE OF WORK IS AS FOLLOWS:
* Revisit the Mission Statement
* Develop Agreed Values of the organisation in line with the
Governance Code
* Help develop realistic objectives and goals
* Ensure Schools? DEIS targets related to Attendance, Transitions
and Progressions are considered
* Include Stakeholder voice to ensure community needs are addressed
under the three national outcomes of SCP
REQUIRED OUTCOMES:
A clear and concise plan showing an overview of the changes to be made
over the three-to-five-year period while outlining gaps and
opportunities for the organisation, and specific recommendations in
relation to pursuing our goals.
METHODOLOGY:
* Initial consultations with Coordinator and Executive Committee
* Online and /or In-person consultation with stakeholders (schools
and relevant community groups) and staff.
* Focus group with young people
* Facilitated workshop with stakeholders, staff and Board of
Management
* On-going liaising with the Coordinator
